I like your interview, though I do not agree that it's important to evaluate teachers. If ineffective teachers are not causing the problem, then they're not an important part of the solution.
The problem, which the deformers refuse to acknowledge, is the documented challenges faced by disadvantaged children. http://sanford.duke.edu/research/papers/SAN11-01.pdf We can't begin to address the problem until we start talking about it.
