(Somehow, I knew you would!) Of course, I encourage others to read the report for themselves, but this is a very fair synopsis of the results.<br /><br />As is true with any program evaluation, the results are always more complex than the headlines suggest. This report is definitely not a miraculous "turnaround" story, and we should be suspicious of any study that claims to be.<br /><br />The schools in this study have a long way to go. But as a co-author of the study, I was encouraged to see the APP principals taking on such difficult assignments and apparently slowing or starting to reverse a long-run decline in achievement. Whether or not the program is cost effective, or has long term effects, will have to be the subject of a future study.<br /><br />We would have loved to say more about APP effectiveness in high schools. We were very constrained by the small number of schools in the study, and it would have been unfair to draw conclusions based on these small numbers.<br /><br />Finally, I agree with you 100% that test score data provide a very incomplete picture of school effectiveness.
