The only information out of the school progress reports that I would trust is the list of schools that got an “F” for environment, based predominantly on extremely low ratings from parents and teachers on the learning environment surveys, and in the case of middle and high schools, from students as well.
Here is a chart of the schools that received the lowest scores and an “F” for environment.
All of these schools should get intensive intervention from DOE, and probably a new principal, though it’s likely they won’t, because all DOE really cares about is test scores.
And since only 15% of the overall school grade comes from the environment score (10% from survey results, and 5% from attendance) most of these schools got progress report grades of B or C. (Here is more info on these surveys, including citywide results.)
There are schools on the list in Districts 3, 6-13, 16-19, 23-24, 28-29, 31, 75 and 85 (charters) The districts that had the most of these schools were D7, D29 and D31 (three in each), D12 (four), and D75 (five) .
Though I am aware of how survey results can be skewed because some principals put pressure on parents and teachers to give positive marks to the school or otherwise DOE will close the school down, these are schools in which these pressures didn’t work, and parents and teachers are extremely unhappy.

I'm convinced BloomKlein have knowingly neglected and encouraged the deterioration of NYC public schools so that parents would get fed up and DEMAND opening of a charter school in their area.

ReplyDeleteIt's much easier to adopt a victim attitude than to take responsibility for (lack of) action, but BloomKlein did not do anything. It's all the whining complaining people who would rather post to blogs than do something about it. Wake up, people! It doesn't work.
ReplyDeleteSeveral years ago the parents and teachers in my school answered the surveys honestly or did not answer the survey. The result was the school got an "F". The next year people decided it might be better for the school not to be so honest, and the principal had rewards for parents and staff for returning the surveys. And the school received a B.

ReplyDeleteYou're absolutely wrong. BloomKlein has been breaking the law in order to control its school buildings, close schools, and open more and more charters. They have been blitzing the media with their PR charades and forcing schools to be little more than flawed-data-driven test-prep factories. Depriving schools of resources -- yes, that could be genuine neglect, rather than systematic action. You'd better wake up and get informed before you take action and become a victim of your own ignorance.
I am a teacher who's school appears (high) on this list and the principal is both extremely incompetent and extremely abusive. I can't even begin to tell you some of the things that have gone on, involving both students and staff. This is at least the 2nd year (although I think it may even be the 3rd) that the school received an F in environment, but test scores seem to continue to improve, so the DOE takes no action. I wish I could say more and identify the school, but there is such an atmosphere of fear and retribution is real. Several teachers who have tried to do something have found themselves either in the rubber room or not receiving tenure. If you are injured by an out-of-control student (and there are many - there are absolutely no consequences for students and teachers are blamed for all behavior problems) and contact the union, you'll receive more such students.

ReplyDeleteBingo about the pressure. Working in this system is like being American under the Bush regime. Everything is compelled by threat. Let us tap your phones or the terrorists win, don't dissent or the terrorists win, do x.y.z or they will shut the school down. No educational vision, just rule by fear.
I wonder how many of the principals are graduates of the leadership academy.
