Diane Ravitch asked what a a Race to the Top would look like internationally? Here are some ideas:
- Close and/or turn over to private corporations any of our embassies that are struggling in conflict-laden countries like Pakistan, or regions like the Middle East, where our relations with host country have not been wholly successful.
- In countries where relationships have been more successful, like Germany or Canada, grant more funding to those consulates and give those diplomats merit pay.
- Replace as many seasoned diplomats as possible with college graduates who have only five weeks of training.
- Instead of State Department negotiators traveling to foreign countries and interacting through direct diplomacy and discussion, “innovate” and create “efficiencies” by settling international disputes through online programs.
